I like Geo cities. There is a link on the Yahoo homepage. It also has a pre-made template for advice columns. And it is easy to set up. Also Brave net.com is good, but a little annoying sometimes. It can be trickey.
If all else fails, ask your local newspaper if you can write a column.How do you make an advice column?

I have also tried 1and1 and was very disapointed. Their customer service is horrible, and trying to get out has a nightmare.
